The Village PPID under Permendagri 2/2026: appointment, documents, service procedure, and reporting
Under Article 1, point 15 of Permendagri 2/2026, a regulation of the Minister of Home Affairs, the Village PPID (PPID Desa, Pejabat Pengelola Informasi dan Dokumentasi Desa, the village information and documentation officer) is the village official who stores, documents, provides, and serves the village's public information. Residents ask the Village PPID for documents such as the APB Desa (Anggaran Pendapatan dan Belanja Desa, the village budget) or the minutes of a village deliberation meeting (musyawarah desa).
Legal basis and what changed in 2026
- Law (Undang-Undang, UU) No. 14 of 2008 on Public Information Disclosure (external site) (UU KIP) requires every public body to appoint a PPID (Article 13).
- Regulation No. 1 of 2018 of the Komisi Informasi (the Information Commission, the state body that oversees public information disclosure), known as Perki 1/2018 (Peraturan Komisi Informasi), sets the standards for public information services in villages. Perki 1/2021 only revoked Perki 1/2010 and Perki 1/2017 (Article 63), and we found no rule that revokes Perki 1/2018.
- Minister of Home Affairs Regulation (Peraturan Menteri Dalam Negeri, Permendagri) No. 2 of 2026 (external site) has been in force since 2 February 2026 (Article 78) and revokes Permendagri 3/2017 (Article 77). Its text does not mention Perki 1/2018.
Permendagri 3/2017 covered only PPIDs in the Ministry of Home Affairs and regional governments. Permendagri 2/2026 adds village governments: the camat (the head of a district, or kecamatan) as supervisor of the Village PPID (Article 65), a flowchart of village services in the attachment, an annual village report (Article 72), and funding from the APB Desa (Article 76).
Who appoints whom
The camat appoints the village head as the superior of the Village PPID, the sekretaris desa (village secretary) as the Village PPID, and village staff (pegawai perangkat desa) as public information service officers (Article 65(4)).
| Role | Held by | Main duties |
|---|---|---|
| Supervisor | Camat | Monitors, guides, and oversees village information services (Article 65(3)) |
| Superior of the Village PPID | Village head | Sets the policy direction, answers objections, and settles disputes (Article 66) |
| Village PPID | Sekretaris desa | Examines and answers requests, tests information that is to be exempted, manages the Daftar Informasi Publik (the Public Information List, a record of all information the village holds other than exempt information), and prepares reports (Article 67) |
| Service officers | Village staff | Receive requests, help residents fill in forms, and run the online service system (Article 68) |
Steps to set up a Village PPID
- Ask the camat to issue an appointment decision (Article 65(4)). Also ask whether the village head needs to appoint the Village PPID separately, as Perki 1/2018 provides.
- Draw up a public information service plan covering the service policy, officers, facilities, work plan, and funding. The village head adopts it by a village head decision (Articles 44 and 45).
- Write SOPs (written work procedures) for announcements, requests, objections, disputes, the Daftar Informasi Publik, documentation, and consequence testing (weighing what would happen if a piece of information were disclosed). They follow the service standards set by the Ministry of Home Affairs (Article 5).
- Adopt and announce a maklumat pelayanan (service notice), a statement of commitment to serve that sets out the legal basis, procedure, time limits, fees, service guarantees, and the evaluation of the performance of the staff who provide the service (Article 43).
- Draw up the Daftar Informasi Publik. The Village PPID adopts it by a Village PPID decision after the village head approves it (Article 35(4) and (5)).
- Prepare forms for requests, objections, and requests for copies, as well as a request register and an objection register (Articles 11, 14, 19, 25, and 28).
- For information that is to be withheld, the Village PPID carries out a consequence test and then adopts the result by a Village PPID decision (Articles 39 and 40).
How information requests are handled
In Permendagri 2/2026, "hari" (day) means a working day (Article 1, point 24). The flowchart for villages is in Part II of the attachment.
- A resident submits a written request at the village office, by letter or email, or through the online service system (Article 10). Individual applicants attach a copy of their KTP (identity card), a residence certificate (surat keterangan kependudukan), or their NIK (national identity number) (Article 9(4)). The officer records the request in the register and gives the applicant a receipt (Article 13).
- The Village PPID checks that the request is complete no later than 3 working days after it is recorded. An applicant whose request is incomplete has 3 working days to complete it (Articles 15 and 16).
- The Village PPID decides whether to grant the request, refuse it, or grant it in part, and blacks out the exempt parts (Articles 17 and 20).
- The Village PPID sends written notice no later than 10 working days after the request is declared complete, together with the information if it is already available. If more time is needed, the Village PPID gives notice with written reasons. The extension lasts no more than 7 working days from receipt of that notice and cannot be extended again (Article 18).
- The applicant views the documents in the service room or asks for copies, and pays for the copies if there is a charge (Article 19).
UU KIP counts the 10 working days from receipt of the request, with an extension of no more than 7 further working days (Article 22(7) and (8)). A reply within 10 working days of receiving the request meets both ways of counting.
Objections and disputes before the Komisi Informasi
The grounds for objection in Permendagri 2/2026 are the same as in UU KIP. They include a request refused on grounds of exemption, a request that gets no response, unreasonable fees, and a late reply (Article 22(1); Article 35(1) of UU KIP).
- The applicant submits a written objection to the village head no later than 30 working days after finding the grounds for it (Article 22(2) and (3)).
- The village head replies in writing no later than 30 working days after the objection is recorded in the register (Article 30(1)). UU KIP counts from receipt of the objection (Article 36(2)). Objections on matters other than exemption may be settled by deliberation (musyawarah) (Article 22(6)).
- An applicant who is not satisfied may take the dispute to the Komisi Informasi no later than 14 working days after receiving the reply (Article 32(1); Article 37(2) of UU KIP). Perki 1/2018 names the regency or city Komisi Informasi, or the provincial Komisi Informasi if the regency or city has not yet set one up (Article 16).
- The Komisi Informasi settles the dispute through mediation (negotiation with a neutral go-between) or non-litigation adjudication (a decision by the Komisi Informasi outside the courts) within 100 working days at most (Article 38 of UU KIP). The village head may assign the Village PPID to handle the dispute, and the Village PPID coordinates carrying out the decision (Article 32(3) and Article 33).
Annual information service report
The Village PPID submits a public information service report to the regency or city PPID and the regency or city Komisi Informasi no later than 3 months after the end of the budget year (Article 72(1) and (3)). The village budget year ends on 31 December (Article 2(2) of Permendagri 20/2018), so the report for 2026 is due by the end of March 2027 at the latest. It covers an overview of service policy and practice, details of services and disputes, obstacles, and recommendations (Article 72(4)).
Budget and facilities
Permendagri 2/2026 names the APB Desa as one source of funds for information services (Article 76). Perki 1/2018 requires the village to budget adequately for them and to provide a notice board and an information desk (Article 7(c) and (d)). Permendagri 2/2026 asks for a service room that people with disabilities can reach easily (Article 42(2)).
For announcements, Permendagri 2/2026 lists the official website, official social media, the online service system, the one-data portal (portal satu data), and the notice board, which may be used one at a time or together (Article 6(3)). A village website is one of these channels, and the regulation does not name any particular app. The content to announce is covered in the article what a village website should contain.
If the village chooses a website or an online information request service, HanzCodes services for village governments are on the solutions for villages page.
