What a village website must and should contain under the rules in force
A village website is one of the ways a village government gives information to residents. The rules discussed here do not require any particular medium; notice boards and social media are also valid. However, an official village government website must use a desa.id domain, and its content should follow the list of information that the rules ask for.
Rules in force as of 14 October 2026
- Law (Undang-Undang, UU) No. 14 of 2008 on Public Information Disclosure (external site) (UU KIP) is listed as in force, with no amendments, in the BPK legal database (JDIH BPK). Public bodies must appoint a PPID (Pejabat Pengelola Informasi dan Dokumentasi, the information and documentation officer) (Article 13).
- Regulation No. 1 of 2018 of the Information Commission (Komisi Informasi, the state body that oversees public information disclosure) on Village Public Information Service Standards, known as Perki 1/2018, sets out that duty in detail for villages. Perki No. 1 of 2021 only revoked Perki 1/2010 and Perki 1/2017 (Article 63), and we found no rule that revokes Perki 1/2018.
- Minister of Home Affairs Regulation (Peraturan Menteri Dalam Negeri, Permendagri) No. 2 of 2026 on the Management of Public Information Services in the Ministry of Home Affairs, Regional Governments, and Village Governments (external site) has been in force since its promulgation on 2 February 2026 (Article 78). It revokes Permendagri 3/2017 (Article 77) and governs the Village PPID, how information is announced, and village information service reports. Its text does not mention Perki 1/2018.
- Law No. 6 of 2014 on Villages, last amended by Law No. 3 of 2024 (UU Desa, the Village Law). Residents have the right to request and receive information from the village government (Article 68(1)(a)), and the village head must provide information to residents (Article 26(4)(q)).
- Minister of Home Affairs Regulation (Peraturan Menteri Dalam Negeri, Permendagri) No. 20 of 2018 on Village Financial Management governs information on the APB Desa (Anggaran Pendapatan dan Belanja Desa, the village budget) for residents (Articles 39 and 72).
- Regulation of the Minister of Villages and Development of Disadvantaged Regions (Permendesa PDT) No. 16 of 2025 on the priorities for the 2026 Dana Desa (the Village Fund) includes village websites among digital village activities, preferably with hosting in Indonesia and a desa.id domain (Attachment, Chapter II, letter G, point 2, letter b).
- Minister of Communication and Digital Affairs Regulation (Peraturan Menteri Komunikasi dan Digital, Permenkomdigi) No. 5 of 2025 sets the .desa.id domain for the official electronic addresses of village governments (Article 32(4) and Article 34(1)).

What must be announced regularly
UU KIP requires information about a public body, its activities and performance, and its financial reports to be announced at least once every six months, in language that is easy to understand (Article 9). For villages, the details are in Perki 1/2018 Article 2(1), which covers every section of the table that refers to that article. The village government announces this information at least once a year (Article 2(2)).
Permendagri 2/2026 does not list the content of periodic information in detail (Article 3(2)), but its schedule is tighter: the Village PPID announces it once every six months (Article 6(1) and Article 7). A village that announces every six months meets both rules. The channels may be the village government's official website, its official social media, a web or mobile public information service app, the home affairs one-data portal (portal satu data pemerintahan dalam negeri), or a notice board, one at a time or together (Article 6(3)). Announcements use Indonesian that is easy to understand or the language of most local residents, take account of access for people with disabilities, and come with audio, visual, and/or braille versions (Article 6(2), (4), and (5)).
The upload schedule can follow the schedule of the village's financial documents:
- Start of the year: the APB Desa is adopted by 31 December of the previous year at the latest (Article 38(2) of Permendagri 20/2018). The priority uses of the Dana Desa must be published from the time the APB Desa is adopted (Article 10(1) of Permendesa PDT 16/2025). Otherwise, the village has no authority to use the Dana Desa for the village government's operating funds in the following budget year (Article 11(1)).
- By the end of March at the latest: the accountability report on the previous year's APB Desa spending (Article 70(2) of Permendagri 20/2018).
- July: the report on the implementation of the APB Desa in the first half of the year, which is drawn up by the second week of July at the latest (Article 68(3)). Both reports are communicated to residents (Article 72).
- End of the budget year: written information on how the village government was run, including the use of the Dana Desa (Article 27(a) of UU Desa and its elucidation).
The RPJM Desa, RKP Desa, and APB Desa are also reported at the Musyawarah Desa (the village deliberation meeting) at least once a year (Article 82(4) of UU Desa). Emergency information, for example about a disaster or an outbreak of disease, is announced immediately (Article 3 of Perki 1/2018 and Article 8 of Permendagri 2/2026).
Who manages it
- The village head is the superior of the Village PPID and may appoint the village secretary as Village PPID, or another village official if the village secretary is unable to serve (Article 8 of Perki 1/2018).
- Permendagri 2/2026 makes the camat (the head of the district, or kecamatan) the supervisor of village information services. The camat appoints the village head as the superior of the Village PPID, the village secretary as Village PPID, and village staff as public information service officers (Article 65(2) to (4)). This Permendagri does not provide for a replacement if the village secretary is unable to serve. We found no provision that says which rule applies when the two regulations differ, so ask the camat how they apply.
- The Village PPID collects, stores, and announces information, and keeps the Village Public Information List up to date (Articles 9 to 11 of Perki 1/2018). The village government must adopt a village regulation on public information disclosure and budget for its costs (Article 7(a) and (c)).
- Permendagri 2/2026 requires the Village PPID to adopt the Public Information List by a Village PPID decision once its superior has approved it, and then to update the list at least every six months (Article 35(4) to (6)). Perki 1/2018 calls for updates at least once a month (Article 10(4) and Article 12(d)), so monthly updates meet both. The Village PPID also prepares a public information service report and submits it to the regency or city PPID and the regency or city Information Commission no later than three months after the end of the budget year (Article 72(1) and (3)).
- The regency or city government must support the building of village information systems (Article 19(2) of Perki 1/2018) and register desa.id domains (Article 39(1) of Permenkomdigi 5/2025). According to a domain.go.id news item dated 6 May 2026, the management of .desa.id is being transferred in stages to the regency communication and informatics offices (dinas kominfo).
Steps to build a village website with a desa.id domain
- Discuss it at the Musyawarah Desa, then put the activity into the RKP Desa and APB Desa. How to procure it is explained in the article procurement of goods and services in villages.
- Contact the regency or city communication and informatics office (dinas kominfo) and prepare a power of attorney from the village head. The regency or city adds the application letter in the name of the regent or mayor, the regional regulation (perda) establishing the village governments, and the appointment letter and civil servant (ASN) card of the Domain Name Officer, then uploads them to the Domain.go.id application (external site) (Article 39(5) of Permenkomdigi 5/2025).
- Choose a name of 3 to 63 characters based on the village name or its abbreviation. You may add the name of the district or regency, for example sukamaju-jonggol.desa.id (Attachments I and II to Permenkomdigi 5/2025).
- The Director General decides on the application within 5 working days of receiving it (Article 41(1)). According to Domain.go.id, the fee is IDR 50,000 per year, excluding 11% VAT (PPN), and there is no charge for the first year of a desa.id domain.
- Rent hosting in Indonesia, meaning space to store the website files on a server (a computer that is always connected to the internet). The domain name servers, which point the desa.id address to the hosting, must be within Indonesian jurisdiction (Article 58(1)).
- Fill in the website following the list above, announce the name of the Village PPID, and renew the domain every year. As of 1 May 2026, the Domain.go.id registrar had sent 6,052 notification emails to managers of .desa.id domains that were still active but had expired more than two years earlier.
If the village already has a website at another address, for example .com or blogspot, the steps are in the article moving a village website to desa.id.
